Scranton police charged a man with raping and inappropriately touching children on separate occasions over the span of six years.

Marquis Richardson, 34, faces multiple felony counts of aggravated indecent assault of a child, indecent assault of a person less than 13 years, unlawful contact with a minor, corruption of minors, rape of a child, involuntary deviate sexual intercourse of a child, sexual assault and endangering the welfare of children, and a misdemeanor count of indecent exposure.

The investigation began in December 2018, when city police received a tip that Richardson, 122 Belvedere Drive, was forcing a 4-year-old child to have oral sex with him and that she would get in trouble if she told anyone, officers wrote in a criminal complaint. She wasn’t able to disclose what happened to her during an interview with the Children’s Advocacy Center of NEPA later that month and the case was marked inactive.

In May 2022, police received a report about a second child, who told authorities in Sumter, S.C., that Richardson “touched me all over my body” under her clothes when she was in first or second grade. Richardson asked her to touch his genitals, which she refused, later raping her in his apartment, according to the criminal complaint. He told that girl not to tell anyone, police said.

In May, police received another tip stating the first girl was inappropriately touched by Richardson when she stayed overnight at his home.

She told city police during an interview that Richardson began inappropriately touching her when she was around 4 to 6 years, waking up in the middle of the night to find him touching her under her clothing. The incidents included Richardson asking her to take off her clothes to try on a skirt he purchased for her and trying to touch her when she put it on, and bribing her to perform oral sex with him, according to the complaint. The girl fought back on one occasion when he tried to inappropriately touch her, the complaint continued.

The abuse occurred until she was 9 years old and Richardson told her not to tell anyone about it.

Richardson denied his involvement with the first girl and denied wrongdoing with the second girl, police said in the complaint. He was later arrested, denied bail and taken to the Lackawanna County Prison. A preliminary hearing is set for July 1.

PITTSBURGH (KDKA) -- A Crafton man is facing 219 charges. He is accused of raping an unconscious girl multiple times.

Anthony Fletcher, 37, is facing multiple charges including child porn, rape, and sexual assault.

This comes after he was already accused of putting a hidden camera in a youth center in Canonsburg, Washington County.

State Police were investigating Fletcher for child porn when they found images of an unconscious girl and a man performing sexual acts on her. Fletcher allegedly admitted to it being him and a girl he knows.

"The charges against my client that were previously leveled were very serious. These are even more serious," Fletcher's attorney David Shrager said.

Fletcher was already facing child porn and invasion of privacy charges in Washington County.

Police said he hid a camera in the bathroom of the Armory Youth Center in Canonsburg and filmed girls taking off their clothes. Shrager is fighting those claims.

"My client maintains his innocence. I'll be addressing those charges and it's going to be quite some time before we have a complete and final resolution," Shrager told KDKA.

In the latest criminal complaint, state police say they found 43 video on Fletcher's devices showing him performing sex acts on a girl. Troopers said the victim was unconscious as she was not responding to touch and could be heard snoring.

Shrager said these charges are new and his office is just starting their investigation.

"So new that we haven't even gotten to that conversation yet. Just a little bit and we're going to have to do something in depth in order for me to act intelligently on those facts," Shrager said.

Court papers said the victim, who is now 20 years old, told police she did not know about the assaults.

She identified herself and Fletcher in videos. Based on details in the videos, she gave a timeline of 2013-2021 for the alleged assaults.

"My client has never been in trouble before he faithfully served in the military and he's anxious to have his day in court," Shrager said.

Fletcher is still in the Allegheny County Jail. He was denied bail. He has a formal arraignment scheduled in September.
